Wasn't a gossip and stooge his gimmick, he'd hear a face say something and go and blab to the heel and put what was said out of context, or tell the faces what nasty tricks the heels had planned. He had access to all this because he was such a nobody no one noticed or cared about Joe being there when they talked turkey, after all its just Joe.
