Something I’d recommend depending on your time frame is looking for local independent computer stores that build them for you. You can go in and tell them features you want, games she will often want to play and they’ll build it to those specs for a fraction of the cost of a pre-built one. But I'll bear it in mind, thanks! @Merzbow I really don't know anything about Steam Decks but my kid said they're not sure if it would allow them to do stuff like watch YouTube and play Minecraft, which I think isn't supported by Steam? I think Midjourney does the most jaw dropping and believable stuff but I think it's paid access only. I bought one on Ebay (I just wanted something cheap so didn't really bother too much with the options and what not) from a small shop that just listed it's stock online. Note sure how they compare price wise but Computer Specialist UK | eBay Stores it was. I'm sure other small outlets do something similar.
