Wrestlemania 4 would be a good guess without doing any real thinking.

 

From looking, this is correct. 16 matches at IV compared to 15 at Manias VI - VII and 14 at Mania V.

I'm guessing Deadly Game holds the record for a non-Wrestlemania event. Again, due to the tournament format - 14 matches (plus three on Heat and a dark match).

Have already proven my guess to be wrong as The Wrestling Classic had 15 matches.

Has there ever been talk of WWE offering franchises around the world? If not, could it work? Promoter in a country pays a fee/percentage of revenue to use the WWE banner for live events.

 

WWE could rotate different wrestlers that tour with them for a certain period. They'd have to be vetted and promote shows to a certain standard etc.

The risks far outweigh the potential benefits. Any bad publicity said company gets for any number of reasons and it comes back on WWE, Plus if WWE sends some guys to work for said "franchises" there's always going to be some prick in the locker room that fancies making a name for themselves by lamping the WWE Superstar or even injuring them in the ring. Even with "vetting" it would be inviting trouble.

There was a serious plan in 2008 to set up international territories which would be under the WWE banner, but be local talent with a few main roster guys assigned. They dropped it when they decided it would be too much hassle.
