Promoter in a country pays a fee/percentage of revenue to use the WWE banner for live events. Â WWE could rotate different wrestlers that tour with them for a certain period. Any bad publicity said company gets for any number of reasons and it comes back on WWE, Plus if WWE sends some guys to work for said "franchises" there's always going to be some prick in the locker room that fancies making a name for themselves by lamping the WWE Superstar or even injuring them in the ring. They'd have to be vetted and promote shows to a certain standard etc. Â There was a serious plan in 2008 to set up international territories which would be under the WWE banner, but be local talent with a few main roster guys assigned.
