Israeli clubs were expelled from the AFC in the 70's so they had to turn to a European cup to have them, IIRC.

Pretty much because the alternative would be for Israel to play in the Asian confederation, meaning games/away days against Arabic clubs/countries which would be a recipe for disaster. So they were allowed entry into UEFA. 

As for being unique, Kazakhstan, Azerbaijan, Turkey, Armenia and Georgia also play for UEFA but that's because those nations have territory that's also in Europe so they were allowed the option of deciding which body they wanted to join. Because UEFA was a far more appealing prospect in terms of revenue and glamour (games against the likes of Spain, Italy, Germany etc), as well as allowing more opportunity to improve on the pitch, they all went to play in Europe. Russia was in the same situation prior to the Ukrainian war.

The match was played in front of the lowest ever crowd for a home France game played at Stade de France and numerous Palestine flags were flown during it. One of the best boycotts of Israel's presence on an international sporting stage yet.
