The President's not obliged to go to it every year - Obama went to all 8 of his but that's apparently not that common.

Trump's apparently the first in 36 years to miss it, and even the last time (Reagan) was due to ill health following an assassination attempt, and he still phoned in to participate.

 

The last president to outright skip the event was Richard Nixon in 1972. Nixon warned the press he'd do so and followed through. Trump called the press the "enemy of the American people," in a tweet recently. That echoes Nixon, who told the chairman of the Joint Chiefs of Staff, "The press is your enemy."

The last to miss one was Ronald Reagan in 1981, but he did the excuse of having being shot a few days earlier

He was talking to Fox News, who specifically framed the question that way:

 

Trump was asked in an interview on Fox News' "Fox and Friends" if he believed Obama was responsible for the town hall protests against Republicans this month.

 

"It turns out his organization seems to do a lot of these organizing to some of the protests that these Republicans are seeing around the country against you. Do you believe President Obama is behind it and if he is, is that a violation of the so-called unsaid presidents' code?" Trump was asked.

Trump's got no place talking about violations of the "unsaid code", either way. Whilst it's not law that he has to file his tax returns, the reason why it was such a big deal that he wouldn't (apart from the suspicion that he's not as successful as he claims to be) was because it had become a recognised part of the US' political "unsaid codes" that he just blithely went and violated. He's pretty much breached every gentlemen's agreement in US politics, so if he does kick off about it, he's a massive hypocrite (so he probably will).
