The Silver Vision theme at a wild guess must be a production library theme. The voice over is a genuine mystery as it sounds, I don't think it's a yank doing the V/O either, it sounds like someone doing an accent. I believe it is a piece of WWF Library music called "Silver Vision" based on when it was doing the rounds a few years ago, but I could be wrong! Quote

I worked for Silver Vision and the voice-over for the intro video was the audio engineer at the time. The boss had gone home for the night after a long day in the studio and after he left the guy had put on an American accent. Probably too expensive to book another day in the booth so just went with it! The owner of Silver Vision owns the rights to the theme. Quote
