Weirdly, there was a late Leonard Cohen album that also came with a free fortune telling fish, but without any explanation as to why. 

The ban on free gifts was because bands realised that they could give away "free" T-shirts, stickers and badges with their singles, and people would buy them for the gifts as much - if not more than - for the song, and it gave them an unfair advantage in the charts. Applying that to a miracle fish seems a bit of a stretch, but you never know. It's why, after that ban, a lot of bands started releasing multiple versions of the same single - different formats, or the same A-Side with different B-Sides. When Iron Maiden released Bring Your Daughter To The Slaughter, they had something like six or seven versions of it out at once.

The Manic Street Preachers were pretty bad for releasing different versions of singles, different covers etc.

Seen these quite a lot as my ex in laws were huge Otway fans. My ex designed the poster for one of Murray’s solo tours.

The different single versions was such a load of shite, but also as a 17 year old fanboy at the time irresistible. Wasn't so bad to begin with, different b-sides at least, sometimes a limited run, but eventually it just turned into different colours of the same cover with the same songs on it.
