I think some contract kayfabe has to be used for TLC matches - something like the wrestlers are told "the fans have paid to see a TLC match, so you need to make sure they get their moneys worth of seeing you fight with tables and chairs" with a vague threat of it affecting their career if they don't deliver for the fans enough. Maybe that's more of a Lucha Underground approach, but it does seem in fitting with 'the company is the heel' booking of WWE. 

That reminds me that TNA used to do a good job of explaining why wrestlers didn't just get a ladder and climb up in Ultimate X matches. Then they had at least one match where the heel(s) tried to use a ladder to win, to good effect.

My headcanon for TLC was that they readily supply the wrestlers with all the tables and chairs they might want as well as the ladders (hence why all the furniture was laid out everywhere before TLCII at WrestleMania), but if it’s a ladder match and you want to use the other stuff, you’re just going to have to chance it with what’s under the ring or supply it yourself.
