Yes it was taken in Blidworth and yes its a clown wandering the streets, but what you dont see is the party going on behind the camera. But the money was considered a symbolic gesture meant to prod prosecutors to go after Collins in a criminal case, according to reports.  Link  Rather unusual. I wonder what (if any) compensation actually did make it to the family. Not that it makes a difference to what they'd endured, but it would seem odd to 'symbolically' award them such a huge amount and for them to get sod all.
