I'd suggest getting an Anbernic 35XX or a Trimui Brick off Aliexpress for about £50, just to see if they hold his interest. They can go past 16 bit, upto Dreamcast for some games.

If he still wants to get into retro more, there are options £150 and up from the same kind of companies that can handle PS2 and GC.
