Eddie Edwards only recently in the past few years was able to move beyond Fish's position and be seen as a credible GHC Jnr Heavyweight challenger. Natives usually have to spend absolutely years basically playing JTTS, never mind gaijins, apart from those either blessed with the right family/mentor, or freakish phenomenoms. The Nakajimas, Shiozakis, Ibushis and Daichi Hashimotos of the world. Â It takes a while to prove that you're good enough - and especially for a gaijin that you can be relied on to come back regularly - for a booking team to justify putting you in a higher profile position, i.e. going over the guys that you use to draw your houses month in and month out. Currently if Zack thinks "this Japan lark isn't for me" or if they decide he isn't up for it, big deal. He's only gone over Genba as you say. Outsiders will always find it tougher to be trusted with a bigger push. And every now and again, a Davey Richards misses his flight while holding a title, and serves to remind the big companies how careful they have to be booking gaijins in strong positions.
