Hard drive failure - installing OS on second drive?

My PC's internal hard drive has failed, the bastard. It works for about a minute before it starts sighing and clicking like a depressed tribesman, then the computer locks up. Gonna try the freezer trick and a Hiren's disc tomorrow to retrieve important data.

It's an IDE drive, the one that's gone crippled. There's a SATA hard drive in there as well that I use for downloads and work projects and whatnot, which works fine. Can I install Windows on the SATA drive without erasing all the data that's on it at the moment? I don't think it's got any system files or anything on it, it's never been used to boot the computer. I know that as part of the Windows install I can create a new partition and install Windows on that, but I've heard you can run into bother if you do. There's stuff on that drive I don't want to lose.

The other thing I'm wondering, can anyone recommend a decent laptop for about
