IIRC it was the Heat before the PPV, they showed Morley turning up with his gear bag, to be met by Bischoff who asked him what he thought he was doing. When Bischoff said Chief Morley couldn't be in the battle royal because he wasn't a former IC champion, the response was "Well I guess Chief Morley won't be in the battle royal..." and he walked off.
