This is the same with most martial arts. Don't judge it just on that video. Hapkido - much like Japanese Aikido - is very practical in it's base form. Remember these styles were created for actual combat, not competitions. There's lots of disarms, takedowns and joint work that has worked it's way into the military/special forces systems.
